Microsoft proposed a patent today that will make it impossible for users who download multimedia files to play these files unless advertising messages inserted within these files are viewed.

That means no more skipping ads like you can on Tivo. The app may be proposed as a DRM license, which means that users will be forced to watch these ads without a way to skip them.
